<p>Just about everyone would agree that purchasing a brand new fleet of Ferraris isn&#8217;t a <em>need</em> by most definitions.   However, what if I were to ask whether the purchase of one Ferrari is a condition that requires immediate supply?  Most of us would probably still agree that the purchase of a Ferrari isn&#8217;t a real need.  But, what if you were the owner of a Ferrari dealership and an integral part of your marketing plan is based upon the fact that everyone in town knows that you drive a gold Ferrari and your old Ferrari just died.  Is it now a need?</p>
<p>Now, let&#8217;s say that your 4 year old car has blown a head gasket and it will cost $1,000 to repair it?  You learn that you can buy a brand new Mustang that you really like but it will require you to make a $3,000 down payment out of pocket.  If you have zero cash and you are going to have to get some funds quickly, do you have a <em>need</em> for $1,000 in fast cash or a <em>need</em> for $3,000?  </p>
<p>From an objective point of view, you probably don&#8217;t actually need $3,000.  Chances are that most people would say that you might have a <em>need</em> for $1,000.  And, some might say you don&#8217;t even have a real need for $1,000 because you could just take the city bus to get around town until you have made enough money to pay for the repair or purchase the Mustang.</p>

<p>Many people know that they can cash in their CD before the maturity date if they need immediate access to funds. However, the problem with that is that you will pay a large penalty for doing so. The penalty for early withdrawal differs but generally it is between three to six months’ of interest.  But you don&#8217;t have to necessarily cash in your CD  to get cash from your CD.</p>
<p>Another option available to you is to borrow against your Certificate of Deposit.  You may usually borrow up to 95%  of the value of the CD.  Before you choose to do this you should be reasonably sure that you will be able to repay the loan.  Otherwise, you might lose a portion or all of your investment.  That being said, this is a fast, flexible, and low cost way to get some quick funds.</p>
<p>The nice thing about using this method is that your CD will continue to earn interest for you over the life of the loan. The interest you pay will be 2-3 percent above what you earn on the CD.  But, remember that you will also have to pay a loan origination fee.</p>
<p>You should also note that many banks will only lend you money against CD’s that you have in that specific bank.  These days you will likely have a hard time going to Bank 1 and asking them to loan you funds on a CD that you have in Bank 2.</p>
<p>Of course, each bank differs in regard to repayment terms.  However, repayment choices will usually be varied and flexible.  You will likely be able to pay principal and interest, or principal only, or interest only.</p>
<p>Before you decide whether or not to borrow against your CD, you should compare the cost of the loan against the cost of the fees associated with a cash out of the CD.</p>
